SEAVIEW, WA – October 6, 2025 – The Pacific County Sheriff's Office has arrested a man in Seaview, Washington, following an investigation into the sexual assault and trafficking of a 15-year-old female runaway.
On October 4, 2025, deputies responded to a welfare check on a 15-year-old female from Bend, Oregon, who was reportedly living with a 33-year-old man. The juvenile was a reported missing person and on probation. During the investigation, deputies learned that the male subject was aware of the juvenile's age, runaway status, and probation since they met at a party. The two had traveled from Oregon to Seaview and were living together in a travel trailer for one to two weeks.

Evidence gathered from the juvenile, witnesses, and other sources indicated a romantic relationship and sexual conduct had occurred between the two. The investigation also revealed that the male used digital communication to contact minors.
The 33-year-old man MUNOZ, STEFAN RAY (according to the Pacific County Jail Roster) was arrested and booked on initial felony charges of Rape of a Child in the 3rd degree (RCW 9A.44.079) and Trafficking (RCW 9A.40.100 (1)(a)(ii)).
The juvenile female was taken into protective custody and returned to her family. The Pacific County Sheriff's Office is continuing the investigation. Additional charges, including Communications of a Minor with Immoral Purposes, Harboring a Runaway, and Possession of Child Pornography, are pending the acquisition of evidence from search warrants.
