Aberdeen City Councilman Riley Carter who was arrested back in January for domestic assault 4th degree of this year, was arrested once again, this time for Rape of a Child 1st Degree.

As of writing this article, we have no official press release from investigating agencies, however statements from family members, Aberdeen City Council President and the county jail records confirming the arrest.

Aberdeen City Council President took to social media this morning as well as Riley Carters Wife talking about the horrendous crime and the position it has put on the family of the victim, his wife and the community.

Carters wife, trying to get ahead of the social media reports, said that "Carter is in jail for rape of a child in 1st degree, he admitted to it and that there is video evidence". She also went to say that her and her children have suffered a lot this year, and that they have a lot of healing to accomplish. She states that they are filing for a restraining over against him from returning to their home and that she is in the process of filing for divorce.

City Councilwoman and council president Kacey Ann Morrison also took to social media confirming the arrest, and information conveyed to her by family. I have worked closely with council member Carter on community issues in our time on the Aberdeen City council most notably public safety concerns. I have counted council member Carter as a friend. On any criminal matter accusations or proceeding, I would normally reserve comment or judgment until such time as legal process has to run its course. However, because of the unspeakable heinous and vile nature of the accusations against him and his admission of fault as conveyed to me through the family I want it known I am heartbroken and devastated for his victim and absolutely sickened and disgusted with Mr. Carter and his monstrous behavior towards the most vulnerable and precious among us a child

She went on to saying, "I condemn council member Carter in the strongest possible terms and will be asking the Aberdeen City council to take immediate action to remove him from the elected position”

Interesting enough, Councilman Carter himself had made a social media post prior to the arrest talking about how corrupt the city of Aberdeen Mayor and his followers are, and how he fights the good fight even though it is a struggle because of all of the hate.

The County jail records show that Carter was booked into the county jail at 11:00 PM on July 30th, 2024 for rape of a child in the 1st degree.
